I just do hope na 'yong pagtaas is dahil sa effective campaign ng DoH about HIV testing - that the new cases recorded this year are just unreported cases of the previous years.

Free naman 'yong test sa mga public hospitals and sa mga social hygiene clinics. All year round pa. Plus, mass HIV testings are organized on special occasions like this one.
